Creative Industries Cluster Study

In 2002/3 the three stage Creative Industries Cluster Study was undertaken jointly between the (then) Australian Government Department of Communications, Information Technology and the Arts (the Department) and the National Office for the Information Economy (NOIE). Note - On 8 April 2004, the Australian Government Information Management Office ( AGIMO ) was established, replacing (NOIE). The study provides firm, sector and industry wide information on the scope, scale and dynamics of the creative digital industries in Australia. The study informs the development of a consolidated Australian Government response to support the growth of major, globally competitive Australian industries producing digital content and applications.

The study was undertaken in three stages. Stage One provided a general scoping overview of creative digital industries, Stage Two focused at the level of the firm and Stage Three researched key issues raised by the earlier reports in more detail. These include:

  • Requirements for statistics about these industries by government and industry.
  • The role of collecting institutions in establishing digital standards for content and the potential for partnership and collaboration with the wider creative digital industries.
  • The role of government agencies as participants in creative digital content markets.
  • The role of research and innovation systems in content industries.
  • Access to export markets.
  • New broadband markets for digital content and applications.
  • Investment and funding.
